I was wondering if anyone had any ideas of creative/ interesting and low cost/ zero budget employee engagement activities (i.e. organising a competition).

Its often worth thinking of something you actually need doing and create a competition around it. Do you need a new logo designed? Or a solution to staff parking? Anything from one extreme to the other can create a real and useful competition. You can take it as far as you like and develop one of the entries even if you steer it toward the solution you wanted anyway, but whatever you do, you must see it through.
The problem with quizzes, competitions, employee of the month etc is that they are very one sided and do on speak to the employee about the organisation commitment to them. Proper dialogue between management and employees is harder to achieve and long term but I feel produces better results and give everyone involved more opportunity to improve the business. One way of doing this might be to clearly and distinctly state the organisations goals for the next 12 months and the values that the business feels are important (kindness to colleagues, learning and development, teamwork etc) and ask teams to pledge what they can do to support an organisational goal or value. Then have monthly drop in sessions where very senior management talks to staff about progress, things they think are holding them back, ways to improve, opportunities and risks. Sessions should be facilitated by manAgement but steered by the staff that work for them. If done with sincerity staff may feel they are participating more, feel more committed to the organisation and their pledges, see the bigger picture and understand what the compAny is trying to achieve and how they fit into that. MAnagement also get to tap into all the experience of their staff, understand the reality at the front line better and drive improvement.... in conclusion Engagement is a two way street

I rather like Maydups answer, but would suggest that employee engagement needs to be focused on something tangible that staff at every level can relate to. So discussion about "organisation goals " works for some but goes straight over others heads.
Small productivity improvement projects, improvements that staff have thought of themselves, might provide a focus for what you seem to be trying to do,, things that bug them about the way they have to do their work. That can provide the impetus for people to see how they can personally make a difference. And help many align to what the heads of the organisation wish to achieve. It can also bring staff in one group into contact with others, which helps the communications thing.
Start small, and make sure senior managers are behind it and not just paying lip service.
It does not have zero cost though initially.

Totally my fault, I should have provided context to my question.
The brief I’ve been given is as follows… To design an internal staff engagement activity. The purpose of the activity is to find an interesting and creative way to engage staff in a particular sustainability topic. The organisation has a low awareness of sustainability.
The budget is minimal and should therefore make use of a zero cost method as far as possible.
I also need to consider how the activity would be promoted and how its success would be measured. And, include at least one example of promotional, training material that would be used as part of the activity.
I am allowed to choose my client (which must be from the sports sector) and the sustainability topic/ issue which must relate to the organisation.
I would certainly like the activity to include staff from various levels of the organisation.

Employee engagement mostly depends on working culture and staff of the organization. Most of the time employees leave the job just because of some more strict rules and dissatisfaction about salary. But still there are various other ways to encourage and engage employees.
Organizing some competitions, team building activities are really good ways. Managers should praise good work by any employee in front of entire staff.
