It means 'aim high' or 'do the very best you can' etc. Normally, of course, a wagon would be hitched to a horse or horses so that it could be pulled along and take you to your destination. However, it would be much better if you could hitch it to a star - rather than a plodding plough-horse - which is so much higher and more likely to enable you to fulfil your ambitions.
