If it was 18 - Certificate of Films it would have been listed as:

They have filled out the smaller words for us.

still don't think this is right though but thanks for your input, some other examples are below to give you the rough idea of how these work:

9 P in the SS - 9 planets in the solar system
70 T S and T - 70 Three score and ten
77 SS - 77 Sunset strip
79 A N of G - 79 Atomic number of gold

Another one I am not sure about is:

31 D 2001 (MDC)

if anyone thinks they have an idea let me know

I think the 31 D is a misprint and should be 2000
there was another mistake in it so think this is possible
