In the rare coolness of a morning shopping expedition, I wore a jacket. Inside, I had to remove it, such was the heat; the staff in summer clothes. The energy this one supermarket must have been wasting! Then, to counteract the surrounding warmth, even more energy was being used for the deep-freeze cabinets.
[1] Where is the so-necessary energy-saving?
[2] Can shop staff not don a pullover?

It's quite cool in our local Spar shop - I would go in there for a wander during the hottest days of the heatwave.
It was uncomfortably cool in the Tesco Extra the other day, even though I had my coat on.
My local Morrison's is always cold, the staff wear coats and scarfs when they are manning the checkouts.
Ah, such questions...should be addressed to the manager of the offending store.
WhenI worked in Tesco it was always cold. We weren't allowed coats so had to wear lots of layers under the uniform, my sister once commented that she had been in her Tesco and you could see the cashiers physically shaking with the cold. Morrison's is always perishingly cold. I'm surprised more closed fridges and freezers haven't been introduced.
If you want to keep warm, don't pile on layers of clothing which can restrict your movement - wear a hat, indoors as well as out.

wearing a hat indoors displays bad manners by the wearer. Bishops and kings the exception.
Ha tell that to Jay Blades, who kept his hat on indoors all the time he was with (the then) Prince Charles in The Repair Shop last night. And, as usual, did nothing except stand around looking pleased with himself.

Not only will more shops' fridges and freezers be judged under energy-friendly aspects, but their buildings, too.
FYI a jacket IS considered summer wear in Scotland, with the exception of those three days in August when the sun comes out.

Most shop staff wear body warmers except for those in Waitrose where they insist it's a gilet.
Most supermarkets are lit with very low wattage LED lights.
Supermarkets strive to keep the same temperature all year, the same in winter as summer. Customers do not shop if they are too cold, or too warm.
The places are usually full of refrigerated cabinets and chillers, which give off heat, and the number of bodies (staff and customers) also adds to the heat.

Large Tesco stores (and other large supermarkets) are uncomfortably cold all year round. This is because they have taken to using “open” freezers and are paying to cool the store down to unsuitably low temperatures.

No point. Individual store managers have no control over such company-wide policies.

Never mind. Wait until the weather turns cold in a few weeks (which it will, despite “climate change”). You will then witness High Street stores with their doors wide open and a 20Kw “Curtain” heater warming up the street outside.

^I didn't say that store managers had control over policies...I said that they should answer the questions the OP asked.
To which the answer will be "It's company policy".
