in advertising, it's the person who writes the words in ads. Copyright is a different thing: that's your right to words you've written, to stop other people plagiarising them
Just to expand on Jno's asnswer: in advertisng and journalism all text is referred to as 'copy' so a copywriter is the person who comes up with the ideas (often with the creative director) and then writes the actual words. It has nothing to do with 'copying' which people sometimes think!
I work in the greetings card industry - a copywriter is also the title of the person that comes up with the jokes / poems / sentiments on a card, they have this title and are paid per submission used.
