if they know its on a major fault line why do they still build there and particularly high rise buildings?

Do buildings fall down because they are resonating at their natural frequency?

I saw a photo of a wrecked building and atop was a table with an undisturbed vase on the table
So basically there is a maximal disturbance on the ground and a zero ( half a wavelength) at the table - say 10m.
so the wavelength is 40m. All you have to do now is estimate the frequency of the earth waves - I thought 5 per second was OK - and you can calculate speed of propagation of the earth quake waves.
