I wanted to exchange a shampoo at Poundland .It was unopened and within the 28 days period. They said they do not exchange/refund liquid items. Ive never come across this before.I would have thought an unopened , unused item such as this would qualify for refund/exchange.Obviously the amount involved is not the issue here , but rather the policy i am curious about.I can only assume Consumer law gives sellers some discretion on their own particular terms?

Unless an item is faulty, or not 'as described', there's no obligation on a High Street store to exchange or refund goods after purchase. (The law is different to that which applies to online purchases). They're fully entitled to tell you to "go and get knotted" if you try to return a non-faulty (and correctly described) item. Where a store does, entirely...

Was it faulty or had you just changed your mind??? If achange of mind then sorry don't see why they should after give a refund
Maybe if it was in a sealed package but shampoo isn't. There is absolutely no way to tell if you'd opened it and potentially put something in it. I'm rather glad they have this policy.
There have been instances where "nutters" have tampered with products and replaced them on the shelf. It would be very easy to add (say) caustic soda to a shampoo bottle to cause problems for a future customer.
Presumably Poundland want to minimise any possible trouble...and have this policy in place.
^I see that Prudie has the same thoughts!

Where a store does, entirely voluntarily, accept returns of such goods, they're entitled to impose whatever restrictions they like upon such a policy. Here's a screencap from Poundland's website:
