// There are very few rules on a garden shed, put there are some. The only reason I can think of, is because it was on council land //

Would the shed not become lawful through the passage of time?
////People must understand that they cannot take over a communal space by doing something that they consider to be nice.////

Quite right - here's another recent flagrant (or should that be fragrant) example.

No, its council land. The bottom line is, that no one person can just decide to take over council land, especially when other people have a given right to use it. It says in the link that other people, that lived there felt they couldnt use the space. But apart from all the above, what i think happened is that when she first did it, it looked very good, and was looked after, so the council turned blind eye. She is now to old to look after it, so the council have no choice but to clear the site, to make it safe, and may be go back to the council just grass cutting.
My only objection in all of this is he use of the word Jobsworthy.

Working in any government agency is a thankless task. It isn't about power (there's none, only accountability). Following the law when you know that you dont agree with it is their job.

Local papers thrive on these sort of stories.
