Would someone be likely to have notable symptoms with a low vitamin D level of 24.5? Or would that not be low enough to cause symptoms?

Less than 12 is deficient, your reading is fine
There's no univerally agreed figure for where the 'deficiency' threshold is but 25 is commonly quoted:
https://www.nhs.uk/livewell/summerhealth/documents/concensus_statement%20_vitd_dec_2010.pdf

So, as 24.5 is 'borderline, it's unlikely to result in any significant symptoms but it could do with topping up a bit.

Vitamin D supplements are the only supplements that the NHS recommend that all adults should take during the autumn and winter:

If you're not getting out in the sun much at other times, or your diet is deficient in Vitamin D, it might be sensible to take them all year round (as I do).
That value is within normal limits.
Sorry, I misread your question, you levels of Vit D would need to be well below 12 before symptoms would occur.
Do you need a blood test for this?

Dr. John Campbell on YouTube says he takes supplements of both D3 and K2, but says he can't advise the viewer what they should take; they should discuss it with their doctor. (But he does state that he thinks the medical profession should be encouraging most of the population to do the same.) Maybe look at his opinion and see what you think ?
We all take D3 supplements all year round in this house, we simply don't spend enough time in the sunshine and they are cheap enough.

Sorry I didn’t add that the units were in mmol/L, so 24.5 nmol/l

Thanks for the replies it is odd how so many people don’t get enough sun but then thinking about it our ancestors would have likely lived outside
If you are concerned, take a daily supplement.
Muscle weakness, aches and pains are symptoms
Don't forget that many people use high factor sun cream that can prevent the absorption of vit D
My niece is a doctor and was at the forefront of covid in the first year.

She encouraged us all to take vitamin D supplements as there was some evidence of it helping the body cope with covid.

This suggests that the symptoms of low vitamin D aren't the only consideration. Perhaps good levels help the immune system.
