Peony Advice

My peony flowers have been decimated by the rain, and according to my gardening book I should remove them. My question is, do I just remove the flower heads or do I cut that stem back at the base? Thanks for any advice.

The first time I cut them back at the base, I thought they'd never get back to original but they did and I do that all the time now.
