The Data Protection Act would prevent you from finding a person through their N.I. No.

I found an adopted nephew via the UK People Finder site. Mother & son now happily reunited after 39 years!

I've also found many other people's addresses via B4Usearch.com, although it is not always completely up to date!

I am told that the National Insurance admin at Newcastle upon Tyne will, in some circumstances, forward a letter. It is usually done through a third party such as the Salvation Army .
