Worldwide, yes they are, as are white Europeans.
By far the largest ethnic group is Asian (including Chinese) at nearly 60% of the total population
The next is African at 16.7%.
Europeans make up nearly 10%.
But 'ethnic minority' doesn't work like that. I am a white British male so am one of the 10% of Europeans but in England I belong to the majority ethnic group. My Chinese neighbour is an ethnic minority. If I moved to Chad I would be an ethnic minority.
The UK government has three classes within a single black ethnic group: Caribbean, African, any other Black, Black British, or Caribbean background.
In reality there are possibly thousands of black ethnic groups in Africa but it makes no difference to the fact that they are outnumbered by the Asian/Chinese population and they outnumber white Europeans.
