I have set up a computer network using 'cabled' router. I have already got an email address using my service provider. How can we set up an other acccount with the same service provider for my partner so that she can send and receive emails independantly on her computer.

Depends on the isp - with BT I think you can do up to 5.
That depends on who your service provider is, just do it the same way as if it was for yourself, both computers work independently of each other, meaning that your partners will still be private as she will have a different user name and password.
if its the same as my isp, you can use [email protected], then for any subsequent users its [email protected], [email protected] etc. you effectively become the domain name for other users.
Go to the homepage for your ISP on the internet and look for links (or search) for e-mail or My Account. I reckon youll find a link that invites you to set up another e-mail account there. If you dont, use FAQs on the site to ask them how. If that still fails, then I think you are with an ISP that only offers you one e-mail address.

Hope this helps.

Change of tact - get an email address that is completely independent of your ISP so that if you ever need to change ISP (move home, have a complaint with their service etc.) then your email is unaffected.

I'd recommend gmail.
