How would a fine that had some relationship to income work? A fine of £100 for an offence would be harsh punishment for someone on minimum wages but next to nothing to a wealthy man.
If that wealthy man was fined 10 or 20 grand for a similar offence that might give him pause for thought.

Even in 1999 you couldn't smoke on a plane for £200. You also had to pay the plane fare.

park it illegally where there is a lot of cameras get a £30 fine cheap as a parking place and you are right where you want to be
