I would give it a shove and send it in to lie in their garden. They have a cheek placing a heavy object to lean against your fence.

Is it actually in any part of your garden? Your question isn't clear.

Is it a whole room sized carpet or a rug?
What colour is it ?

I've done it! I've pushed it back! Few minutes ago my cat squealed as he was being attacked by another cat. I went out to chase the other cat away whilst my cat was sat next to the top of the carpet on our fence (the very area where the carpet was!!!) and I reached up to console him and at the same I 'somehow' managed to push it over back in their garden. I feel sooooo good. It was so heavy too and would've damaged our panel eventually which cost us a small fortune a while ago to have it there in the first place! Sick of our neighbours. They even damaged our front fence too by running it over with their van and running over our solar lights. No apology. Nothing.
Your best answer suggests youd already made your mind up and most of us were wasting our time offerring our advice

There IS a right of support wiv fences - and the neighbour (probably, I conclude haw haw haw) doesnt have one.

the proper advice is not to pick a fight with neighbours, it is never worth it....

My women presently has a panel needing replacing in her fence, which by some amazing coincidence is the panel a past renting neighbours' kid used to hit often with his football. Strange that. After all the fence panel should have been strong enough to take anything the neighbours could throw at it plus more.

It is, at best, bad manners. Maybe have a polite word with your neighbours saying you are concerned and asking if they could move their carpet. Best to convince/persuade rather than act as catalyst for bad relations.
