If you purchased another licence but no actual copy of Windows itself on CD-ROM or whatever, you'd need to find some way of downloading it first so that you could completely wipe the existing installation with the new one, thereby getting essentially a brand new virus-free machine.
If you have no files on it that you wish to save have you tried going into settings and doing a reset? This will give you a clean os and will remove all but the worst malware. Yo will though have to set up your accounts and what not but you would have to do that if you spend unnecessary dosh on a new os. Settings(either click the windows logo bottom left or press the window key on the keyboard).
From the pop up menu click on the cogwheel.(Settings)
Scroll to the bottom and click on "Update and Security".
In the new menu click on "Recovery".
Where you see the grey box that says "Get Started" under the Reset this PC header click inside it.
Choose the "Remove Everything" option.
