After watching videos on Facebook of stop oil idiots stopping traffic all over Europe, it seems all police do nowt and just stand and watch. What's up with them? Just keep dragging them off the road by whatever force necessary. It's the smugness of these idiots that really wind me up.

It was an offence (wilful obstruction) with it's own power of arrest as opposed to an offence under the Criminal Evidence Act (an arrestable offence). An arrest would be made an the prisoner would be taken to the local nick and processed with a about 5 forms and prints taken after being charged by the Station Officer. In and out in about 40 minutes and back on the beat.
Then came PACE. A prisoner had to be taken to a dedicated custody suite as prescribed by The Police and Criminal Evidence Act. Due to cutbacks they are few and far between.I listened to a Hertfordshire officer ,recently, saying that on his patch the nearest custody suite was ten miles away. You arrest a prisoner and it takes up to 40 minutes to get to the nearest suite. If the prisoner is charged then there is a mountain of PACE forms to be filled in for the benefit of a Criminal Prosecution Service who will decide if there is evidence to prosecute or not.Nowdays an officer could be processing a prisoner in a custody suite for the best part of 6 hours of his shift. No wonder some of these officers can't be arrised to make these arrests. They are actively discouraged from doing so by the procedures and Senior management. I am making no excuses for the system. It's broken and unforgiveable.
Not for obstruction TTT. A citizens arrest was, once, empowered by the Criminal Evidence Act. The offences under this act were known as 'Arrestable Offences' and carried a maximum term of 5 years imprisonment If I recall correctly . Only about two of the ten or so sections applied to citizens arrest. The rest were for police officers. Of course laws are often revised so I am probably well out of date with my info as I retired 26 years ago.
