Surely the NHS is not so flushed with resources it can allocate them to the hopeless junkies of our society?

Probably because they are citizens with a health issue. There are plenty of other stuff to moan about the NHS spending on.

Scotland innit. 

In fairness though, for it to be effective, there needs to be some way of persuading users to cut the habit too.

The health service should be there for all those with health issues.  I can think of far more things that are available from the NHS.  

"Dr Priyadarshi said evidence from more than 100 similar facilities around the world suggested they lead to a "significant reduction" in harm as well as helping users to engage with a range of treatment and care programmes."

If it gets usage off the streets, and gives even a small percentage of users a chance to reduce or quit...it's certainly not a waste? Those "hopeless junkies" as you call them need a chance to change.
