Other levels are required like the owner must be an adult (who can go to jail) rather than the excuse used recently that it belonged to a child.

Thats always an interesting one. The problem there lies in that so many, even experienced, think their little pooch can do no harm. Sadly that is not the case, a dog will usually give a couple of warnings before biting/attack but of course the owner may not have seen the previous warnings it gave (a dog doesnt keep track of individuals it has warned) so you could be out, something stirs it and off it goes.
This was taught to us by an ex-police trainer (we had a problem dog).
