That dog was running loose, Canary, so not even on a lead.  Completely out of control.

And that is the problem Bobb, where do you draw a line if you dont put it across all dogs.

For a start though it should be mandatory for ALL dogs to be on a short lead, be chipped and licenced.  They should also have to have 'poo bags' tied to the lead.

Exactly, so why not the rest of the UK?

That makes a 'rogue' dog easier to trace but it's no guarantee against attack.

I was responding to a suggestion about what dog owners should do.

Do you still have dog wardens in GB? we have them here and they are very much prominent

It had escaped so would'nt be muzzled in the house or garden

Its just one level of protection Naomi, if an owner thinks they might end up in jail then they might think twice before allowing their dog to roam free as they will be caught.

Other levels are required like the owner must be an adult (who can go to jail) rather than the excuse used recently that it belonged to a child.

Thats always an interesting one.  The problem there lies in that so many, even experienced, think their little pooch can do no harm.  Sadly that is not the case, a dog will usually give a couple of warnings before biting/attack but of course the owner may not have seen the previous warnings it gave (a dog doesnt keep track of individuals it has warned) so you could be out, something stirs it and off it goes.

This was taught to us by an ex-police trainer (we had a problem dog).
