Of course the decision is made. You can tell by their language. They're reporting about passengers and car journeys, and not mentioning freight and capacity.
Not only that, but "the decision" was long-since made ... what they're now talking about is the decision to change the decision that was made!
Why they can't just give a straight answer to a straight question, I don't know ... it seems to be part of their nature.
