I noted how to take passport size pics a few years back.
instructions to myself were,
open photo/edit/resize/user define/maintain ratio/4.7 height with resolution of 200 pixels per inch/apply/change user defined to 3.5 wide and 4.5 high@200 pixels per inch.
Problem is I can't remember what program I was using.to the best of my knowledge it must have been Adobe photo de luxe as it's the only one I ever use but resize is not an option when i click on the edit pull down menu.

I don't know which program those instructions refer to but you can easily resize photos in Irfanview. It's frequently recommended here on AB as one of the best image viewing and manipulation programs available:

i've tried that but the image gets cropped too much even though the original is only 2 x 3. I also end up with a broad black band down the right hand side
go into irvanview resize prog and measure the passport pic, or one that size and put the size in cm in the approprate box it will print out that size
dont crop the pic other than the part you want
