Can you identify this dystopian film.

Set in the near future (as always) it centres around three guys who repair in coming modules in a large facility that used to employ thousands of people. Every day is the same monotomy.Underlying this story line is a government that repress any form of opposition, possibly called 'Others ??'.  Despite warnings from his fellow workers not to rock the boat, the main protagonist end's up being a victim of such regime and pays the ultimate price.   It's a film rarely shown on Freeview.  Any ideas of the film name and actors, thank you.
