What I do not understand though is that life is the mandatory sentence for murder and thus he must have been released on licence after serving the minimum term set by the sentencing judge. So why he has not been administratively recalled to serve the rest of his life sentence is not clear, irrespective of the new sentence for the new crimes.
Yes, something like that, tomus. Remember that rapist taxi driver, John Worboys, who was originally going to be paroled until a public outcry caused other victims to come forward? During his imprisonment, he'd thought long and hard about his actions and was filled with shame and remorse for the suffering he'd caused, etc, etc.
Wouldn't you think parole boards would appoint more cynics and fewer gullible types?

Just out of interest where did that figure come from? I cant see it in the latest Govt stats but might be missing something.
Of course the problem with saying only 4% reoffend is that if you are one of the 4% then you may have a bit of a problem with them being let out. Rape can destroy a persons life so do we tell them "Sorry we let hin out, but we saved a few quid"?
And if murder is invovled then how much is a persons life worht?
