My Gmail Is Offline. What Can I Do About It?

Basically, I am trying to get in to my filters and blocked addresses to unblock someone but when I try, Gmail says the settings are unavailable, because I am offline- and I don't understand, because clearly I am not offline, since I am sending/ receiving messages.

Could someone explain this and a solutiohn?. Thanks!
