"tutu" could be read as "too-too". Too-too means "too much, over the top, exaggerated", and was, many years ago, an expression that was much used by "affected" people. Example: "oh, darling, that's a lovely dress, but it's simply too-too ravishing, don't you know." Maybe that's what the setter tries to convey?

Possibly it was supposed to be "made"?
