unlikely to happen. in order to placate the farming community (and protect their livestock), it will be insisted on wolves being enclosured. however, once animals are enclosured, it becomes a zoo. and it's illegal to feed live prey to zoo animals, so it would be impossible for them to be allowed to hunt.
The argument for reintroducing wolves is mostly based on the current red deer problem, a natural predator is seen as preferable to culling by rifle. Wolves unfortunately will see sheep as a soft touch. There would be an argument that farms are the places that should be enclosed not the wild spaces. I expect it will be limited to areas of very low population in reserves for at least 20-25 years something like the reintroduction of other previously native species.
Unlike domesticated dogs wolves do not kill for anything but food so loss of farm animals would be less, it is also possible to use livestock protection dogs like the Anatolian, Akash, or Pyrenean breeds.
