...the Loch Ness monster or seeing a young Haggis playing in its natural habitat?
I'm referring to the twin panaceas of growth in the economy and cutting back on waste in the public sector.
Apparently these would allow spending without having to increase taxes.
If it's known what needs to be done why isn't it done?

The problem is that the public sector is full of 5th columnists who think the primary function of a job is for them to have a job. The actual function of that job is secondary. There are huge savings that can be made across the public sector if there was ever the political will to do it. In reality neither party has the guts to reform it so we keep paying billions more than we need to.
