Should the Saudi authorities be doing more to protect pilgrims?

Quite dave50, but the narrative.....

Why should the State (Saudi Government) stop them (and nothing else would really solve the problem), sounds like communism to me? 

And can you imagine the uproar across the ME if they did?

There are such huge numbers going (I will never understand why) that "statistically" quite a few are bound to die there. I woulda thought.
