Water Company Fines

What is the point of taking large amounts of money off 3 water companies. 

Surely £168m could be better spent  by forcing the companies to spend the money on stopping the sewage problem.

I think the problem with it is where will this money for the fines come from and I think we all know who will end up paying it.

Doesn't matter, the customer pays for it in either case. Nationalisation is the correct move.

The foreign owners will just see it as a business expense.
