The total combined income for myself and my wife, as pensioners, amounts to £22,000. That is way below the national average wage for one person. Because I have a small private pension, I am just, only just, above the threshold for pension credit.

I think 10cs that, as a couple, you're actually well above the threshold for pension credit which is something like a combined income of   not much more than £16000.

Apologies, my figure for a couple was not right. It's a combined income of just under £17400.

Very seriously - the argument that many pensioners don't need it doesn't hold water.  If you need to spend it on heating (like us)you do so. 

If you don't need it - the people I know all (every single one of them) give the money to charities, which will definitely suffer from this move.

If people don't give it to charity, or use it for heating, then they will use if to buy things - which stimulates the economy and business.

It's a 'win- win' situation to give the WFA as far as I can see.
