i think it's a bit harsh to ban it in pub gardens. give them somewhere or else they simply won't go to pubs... smokers have adjusted pretty well (after a few years of moaning) to going outside and the new regulations on cigarette sales means that they are a dying breed anyway. let them disappear with a bit of pleasure and comfort
