It's a rope to hobble a horse.  A hobble is also a rope to tether a horse.

So yes, you can use a spancel to hobble a horse, you can use a hobble to spancel a horse.

A horse can be spancelled and hobbled.

In rural Spain I saw a small flock of goats, maybe 10 or 11, with their front and back left legs hobbled with about 8 inches between them.  They could move about, just.

I've seen herds of goats like that in Spain, too.  Seems cruel to us but apparently it's to stop them doing stupid things and hurting themselves.
