We can not deal with it because our politicians and legal system are not as fit for purpose as is needed. There was a time when this wasn't such an issue, so clearly it has been deliberately created by those who make the decisions.

In my sleepy little village, there have been reports on the local website that people have been just walking into the supermarket and walking out with stuff, not even bothering to hide what they're doing.

These were not people without cash, or desperate parents trying to feed their hungry children. They know no one is going to stop them. They do it for fun.
