The father in the care home looked very familiar but I just can't put a name to him. Does anyone know who he is?

I haven't seen it, but the oldest cast member according to IMDB is Shaun Scott, who played DI Chris Deakin in The Bill.

Yes, in the Bill he played D.I. Deakin.

In the magnificent "Brass" he played Jack Fairchild. Jack was supposedly the son of George and Agnes Fairchild, though it was strongly suggested throughout the series that he was, in fact, sired by the tyrannical and ruthless Bradley Hardacre, played by Timothy West. “I haven’t got time to waste here – I’ve got men to sack” was his catchphrase. 

Shaun Scott does not seem to have made it big in acting (certainly not on TV or film) after the Bill (in which he featured in 280 episodes). Apart from something called “Dream Team” there is little he has featured in for more than a couple of episodes. IMDb notes that in 2007 he was working as a London taxi driver.
