I am sure that this idea was conceived in good faith.

But it sounds like Big Brother has taken over.

It's nothing to do with big brother, and it's not serious. He's just trying to make a point.

Sounds like the Christian right flexing their muscles. The USA aimed at stopping religions making laws which interfered with people's rights to live as they saw fit, and stopping them from bossing other religions about. It's reasonable to pass laws preventing murder, but not to prevent harmless private behaviour. Maybe it's just a joke or parody - I hope so.

I think that they are trying to cover instances where a female agrees to have sex using a condom and the other person does not use a condom or whips it off at the last minute.
