Seems there is plenty of room for political prisoners.
And if we need more room then send the foreigners home to serve in their own country - and ban them from returning.
It seems to have by-passed them that increasing the polulation so quickly (even ignoring the fact many illegals are criminals especially Albanians) means infrastructure nees to correspondingly increase. In this case prisons.

50% releasers ( what det den etc) reoffend at 60%
40% releaserw reoffend at....60%
ergo early release doesnt work
( reflects figures from 1970 whe I was writing my criminology examns)
