Probably not the right thread, but what is the dialling code if I want to phone a Spanish mobile phone, from England, or an English mobile that is in Malaga at the moment? Hope this makes sense!

To call a UK mobile phone which is using a roaming service in Spain you just dial the usual number (which can prove expensive for both making the call and receiving it).

To call a Spanish based mobile or landline you dial 00 34 (or +34 on a mobile) before the rest of the number while ensuring that you omit the first 0 of that number.
It doesn't cost any more to call a british mobile when it is roaming abroad. You pay the same as you would if they were at home in Britain. It costs more to receive the call though. So the person calling pays the same but the called person pays to receive the call.
