1) Having a reasonable salary suggests open-minded management primarily? (6,6). The answer is MIDDLE INCOME (a reasonable salary), but can someone please explain the rest

Thanks, NAC. I have the most awful feeling that you are probably right, but I find it difficult to believe The Times is capable of such an appalling clue. I can't see any particular connection between the two phrases "middle income" and "open-minded management", which suggests any two words having, respectively, the first letters "O" and "M" would be just as valid. How about "obstreperous monarchist", or any one of millions of other alternatives.
