I don't believe so.  It's not the first time and I am sure it won't be the last.

My friend is an ex examiner and in the past he has told me that they got a decent overtime rate when there was a backlog.

With the standard of drivers on the roads these days,  no one would notice the difference if they rubber stamped the lot through.
