Why after many years have I started to get pain in the bottom of my heels even when not standing? I have had this pain for many months and looking for a solution to cure this problem?

My sister has plantar fasciitis, and it's both annoying and painful. She said it's actually worse after sitting or sleeping (like the ligaments have contracted and won't stretch properly). She does use gel cup inserts for her shoes, which helps a bit, but it's just a temporary aid.
