Can anyone please tell me why RKJ is allowed to fly the White Ensign on his yacht in the Round the World race?

I see nothing in the link you provided which says that a vessel of the Royal Navy would "blow him out of the water".
There is, however, an unwieldy discourse from 1911 by Mr. Reginald McKenna (First Lord of the Admiralty) which reinforces the fact that the Royal Yacht Squadron is permitted to fly the White Ensign.
