my husbands ex girlfriend want to marry his sisters ex boyfriend is this legal and how would the children be related as she has 2 and he has 3 (at the moment they are cousins)

If the ex-girlfriend and ex-boyfriend were never married to the people concerned that there shouldn't be any problems.

if cousins can marry, i doubt people who are only related because family members connections wil be a problem.
