Prosecuted without being charged

I have been accused of an offence based on purely circumstantial evidence which even the police are sceptical about. They have not charged me but are to put the whole case to the Proc Fiscal in Scotland for any further action and to review all evidence. Can i still be prosecuted?

If the Procurator Fiscal chooses to proceed, then yes, the case can proceed.
