planted 2 to 3 foot leylandii 13 months ago, soil very stony, was old driveway, they have not grown, they look healthy enough although much lighter in colour than some older ones in better soil being dark olive green. is there a feed i can administer to encourage growth

Maybe your neighbour is surreptitiously watering them with weak weedkiller solution to help them remain stunted. I would.
