I've read in newspapers that halogen heaters cost from only 3p per hour to run. Is this correct and how does it compare to ordinary electric fires?

By the same token that a 100 watt light bulb only costs 1p per hour to run. The operative word is FROM.
You have to work out the cost on wattage consumed over a given time period.
It's a total fallacy that halogen heaters are any cheaper than other types. It's all down to marketing and of course we're always being told the truth........aren't we?
I wonder whether you checked for previous questions about this? I've lost count of the number of times I've responding to this question before, debunking the theory that halogen electric heaters cost less to run than other electric fires. Its nonsense, they cost the same, for the same heat output.
If you run it on minimum setting - maybe. I believe 400 watts is the norm, whereas most heaters start at at 1000 watts.

Halogens have a max setting of 1�6 kW or a bit more, where others go to 2kW or 3kW.

But, those other heaters will be convectors or fan, better for long term use to heat up a room. Halogens are better for short term use, providing radiant heat to warm YOU directly, rather then the air in between.
