The owner is bothered about security & the owner has more money than sense.
This type of wallet is usually used by a trader who makes house calls and deals in cash - milkman, coalman etc. He frequently has to have the wallet on show as he transacts payments, but doesn't want anyone to nip off with it.
Following the 1970s Gay hankie and teddy bear code convention it could mean that the wearer is interested in bondage (chains, straps and whips etc) as a sexual fetish and as it is the left pocket then the person wishes to be the subject of the bondage, that is the masochist to another's sadism.
Some people just have one track minds!
