I've noticed that a lot of Russian people, (woman mostly) have got what looks like metal teeth on their lower jaws. It isn't just older people either. Is it a cultural or fashion thing?

No, it's simply a cheap alternative to the tooth-coloured dental work we enjoy in the west, which is more expensive than a one-fix metal set.
