Is there a maximum length of a vehicle that can be parked outside someone's house - a neighbour has an extremely long white van that is parked on the road and obscures the views from our windows - anyone help?

Yes someone on here can help - it's not me - but if you search on the bottom left of your screen - "search the site" this question has been done to death on here numerous times - there might be help in one of the previous listings for you.
As long as the vehicle is road legal, there are no restrictions as to weight, size or parking that apply to that area of the road, anyone can park any vehicle - provided it does not cause obstruction to other road users.
