my suv was on an iced street at and eating establishment where they did not block off the street where the ice was or warn patrons that this ice was at the stalls where people park to order food. My truck slid into one of the menu boards causing it to come apart but from what i could tell it was not broken severly. The street was so iced over that i nearly fell getting out of the truck to speak with the employees. At the time of the accident i thought my insurance was still good but found out later that it had been cancelled. Do i have any rights in this or am i just totally liable to pay for the damages.

Well I would imagine you were liable whether or not you had insurance - you ran/slid into the board after all. In fact if you had no insurance, you are probably in more trouble.

If every establishment blocked off the street everytime there was ice, they would get no business for about 3 months of the year...

I assume from your language (suv, stalls etc) that you are from the US, maybe it is different over there.
And what would have happened if your truck had slid into a child and caused it to 'come apart' ......you would have had no insurance.
