Independent off licence

Mt sisters Father in law has just purchased an empty shop with the intentions of turning it into an off licence. Are there any alcohol suppliers out there who will supply to independent off licences? Apart from getting a licence to trade is there anything else to take into consideration? I have tried searching on net but i don't know where to start really. Thanks to anyone who can help.

For more on marking an answer as the "Best Answer", please visit our FAQ.The shop has been purchased and is currently empty, the upstairs however is being rented out already and is making enough money to cover the shop, the off licence is just an idea and should it fail it won't matter, its one of many business's he has. This question was actually to help with the research.,you obviously can't help but thank you so much for your comments.
If the rent is covering the overheads already then it may be an idea to rent out the shop aswell. A business can and may go wrong and actually end up costing. If someone else's business is in there then all he has to do is collect the rent and there should be no costs. Alternatively he can get a commercial letting agent to find a business to let it and pay them 8-15% of the rental income to manage the rental for him. This seems lower in risk and lower in effort than using it for his own business.
